Qatar had imported hundreds of thousands of workers to deliver stadiums, metro lines, roads and hotels in under a decade. The answer, three-plus years on, is more interesting than the predictions &#8211; and full of lessons for the mega-event hiring waves now building in Saudi Arabia.<\/p>\n\n\n<h2 class=\"wp-block-heading\">The workforce did not go home<\/h2>\n\n\n<p class=\"wp-block-paragraph\">The feared mass exodus never materialised, for a structural reason: completed infrastructure must be operated. Stadiums became venues, the metro needs drivers and maintenance crews, the hotels need staff, and the expanded city needs facilities management, security and logistics workers permanently. Qatar&#8217;s post-World Cup labour market shrank from its construction peak but stabilised at a far higher floor than the pre-tournament baseline.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Qatar pushed ahead with its next chapter: North Field LNG expansion &#8211; among the largest energy projects on earth &#8211; absorbing tens of thousands of construction and technical workers through the decade. The crane count changed hands, not direction.<\/p>\n\n\n<h2 class=\"wp-block-heading\">The redeployment pattern<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Some of the World Cup workforce did move &#8211; and where it moved is the real story. Workers with tournament-scale construction and events experience became premium recruits for Saudi giga-projects, UAE expansions and the Riyadh Season&#8217;s event economy. A scaffolder who built Lusail, or an events steward who ran match-day operations, carries a credential the region&#8217;s next mega-projects pay for. First, construction peaks convert into permanent operational workforces &#8211; plan for the second phase, not just the first. Second, mega-project experience compounds in value; workers and employers who document it well capture the premium. Third, the transitions are smoother than feared when labour markets are regional: workers flow to the next build rather than the airport.<\/p>\n\n\n<h2 class=\"wp-block-heading\">The World Cup&#8217;s real legacy<\/h2>\n\n\n<p class=\"wp-block-paragraph\">Beyond the stadiums, Qatar&#8217;s tournament era forced the Gulf&#8217;s most consequential labour reforms &#8211; wage protection, contract digitisation, worker welfare standards &#8211; under the scrutiny of the world&#8217;s press. Those systems outlasted the event and spread across the region.
