Oman Vision 2040 and the Next Gulf Hiring Wave

The Gulf’s next major hiring wave is building in a country the labour market often overlooks: Oman. Under Vision 2040, the Sultanate is executing a deliberate economic transformation – the Duqm special economic zone, expanded ports at Salalah and Sohar, tourism corridors, renewable energy projects and logistics infrastructure linking the Gulf to the Indian Ocean. Each pillar is a workforce demand line, and together they form the region’s most underpriced opportunity.

The Duqm story

Duqm is the emblem. A fishing town being converted into an industrial city – refinery, port, dry dock, petrochemicals, renewables – it has already absorbed tens of thousands of workers and is nowhere near finished. Industrial cities run on frontline labour for decades: construction first, then plant operations, maintenance, logistics and services. Workers who arrive in a Duqm-scale project early often build entire careers inside one development.

Tourism and logistics follow. Oman’s strategy targets its natural advantages – coastline, mountains, frankincense country, port geography – and the hospitality and logistics hiring that follows such strategies is well understood from the UAE and Saudi playbooks.

A different employment culture

Oman offers workers a distinct Gulf experience: lower living costs, a reputation for calmer work culture, and communities of South Asian workers that stretch back generations. Wage levels sit below Dubai’s peaks, but the net economics – cost of living, stability, contract length – frequently favour the Sultanate for workers building long-term savings.

What employers and workers should watch

For employers, Oman rewards early movers. The labour supply chains into Oman are less crowded than those into the UAE or Saudi Arabia, and the employers building source-country pipelines now will own them when Vision 2040’s projects hit peak hiring.

For workers, the advice mirrors every Gulf wave: certified trades, verified channels, documented contracts. Industrial projects like Duqm demand exactly the certified electricians, welders, riggers and operators that command premiums everywhere.

The quiet build

Oman rarely makes the Gulf’s labour headlines – no single giga-project spectacle, no tournament deadline. But the region’s labour market veterans have learned to watch the quiet builds. Vision 2040 is a twenty-year hiring programme wearing a development plan’s clothes, and the workers and employers who read it early will spend two decades being right.
